2008年05月15日、議会基本条例の視察に北海道栗山町町役場に訪れました。

北海道栗山町/議会基本条例視察報告

1.栗山町の概要と視察の動機

北海道夕張郡[font=22][color=green]栗山町[/color][img_assist|nid=2|title=北海道/栗山町「議会基本条例」視察：全国からの視察者で超満員の会場|desc=|link=node|align=right|width=240|height=240][/font]。人口１万４千人の農業の町。隣には自治体の財政破綻で有名になった夕張市がある。 栗山町は平成18年5月に[color=blue][size=18]議会基本条例[/size][/color]を制定した。それからちょうどまる2年。現在，全国から視察者が殺到している。 私の視察参加の動機は，栗山町は議会基本条例を制定することで住民の意識がどう変わったのか知りたい，また現在，地元の安城市でかかわっている自治基本条例策定のヒントを何か得たいと思ったからである。
